English Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Balance Books

According to a recent survey of local authorities, UK councils are planning to sell community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of assets to balance the books.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in the UK stated that 60% of local authorities are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously faced criticism for selling playing fields and open spaces to shore up their finances, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

This coalition said that a high proportion of councils seeking to raise money from a fire sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of municipal officials stated they would focus on service redesigns and using financial reserves to weather increasing fiscal pressures.”

Specific Cases of Planned Disposals

One local authority in southeast England said its property management strategy featured the sale of a shopping centre in a local town and a community venue in Rochester to raise £20m over five years.

  • A local golf course and business parks held in two English counties, which all generate rent for the authority, will also be disposed of under the plan.

Local Levy Rises and Broader Financial Pressures

This research of local authorities in the key cities group, which includes several urban centers, further found that over seven in ten of authorities will have to increase council taxes next April to address the growing cost of essential services, increased rates of homelessness, and a persistent housing shortage.

The authority said it will press ahead with property disposals after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking creative strategies but some of these take time to deliver both improved services and cost efficiency,” said Vince Maple.

He continued: “We face population challenges which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of regional authorities this week also found local finances being stretched by the increasing figures of young people and adults requiring Send support.

The County Councils Network said that council deficits will hit £4.4bn a year by the end of the decade, as they grapple to cope with increased demand.

Government officials have put off scheduled changes to the Send system until next year after a white paper outlining those changes was recently delayed.

Deprivation and Financial Shortfalls

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, many participating urban areas were included in the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the 2025 IMD measures,” noted the report.

“While only one key city is in the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of England. The figures underscores the extent of difficulties facing local leaders across major urban centers in the coming year,” the report concluded.

“Council officials have been clear about the necessity for a equitable and lasting financial structure that accounts for and responds to the real levels of disadvantage and need,” said a council leader.

“Without this, councils will continue to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their communities.”

A fifth of councils have reduced or weakened care services in the past 12 months, the survey revealed.
