Congressional GOP Embrace Trump's Proposal to Overhaul Affordable Care Act

US lawmakers are working through the weekend for the first time since the government shutdown began more than a month ago, but expectations for a bipartisan agreement on how to resolve the impasse appeared to diminish as GOP senators proposed a proposal unacceptable to Democrats: eliminating the ACA, called Obamacare.

Growing Consequences of Government Shutdown

The impact on US citizens from the lengthiest shutdown of the US government in history deepened on Saturday, as federal workers went without pay, airlines were compelled to ground planes and SNAP benefits have been postponed for forty-two million Americans.

President's Proposal from Florida Resort

As weekend session got under way, GOP senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Multiple Republican senators praised the proposal, which is similar to a alternative for Obamacare proposed in 2017.

"We're going to replace this broken system with something that is truly better for the patient," one senator stated.

Another senator commended Trump's proposal on online platforms, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We need to stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Response

Opposition senators expressed concerned responses to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another lawmaker reacted to the censure of carriers by posting: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for Medicare for All."

Continuing Negotiations

The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an willingness to an emerging plan from a small group of centrist lawmakers to terminate the closure in exchange for a later vote on the ACA payments.

One Democratic senator, who is spearheading the talks among moderates, said that Democrats "need another way ahead" after Republicans rejected an offer to restart the government and continue the subsidies for a year.

Another senior Democratic senator continued in arguing that Republicans should accept a one-year extension of the payments before discussing the future of the tax credits.

"Inaction is derelict because citizens will go into debt, people will lose insurance, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress fails to act."

Partisan Situation

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same carriers, or that Republican legislators need the support of eight Democrats to restart the government, and the idea of repealing and substituting Obamacare with HSAs is improbable to earn a single Democratic vote.

Several observers suggested that the essence of such a plan would remove the ACA's mandate that insurance companies cover patients with existing health issues.

After his resort visit, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a version of the proposal that was unsuccessful to secure enough support in 2017.
